Help Debts

i have just recieved a letter from attorneys of new york. it says that i owe a debt of ,000 to the state of ny. i used free medicare when i wasnt qualified for free medicare and now i have a huge sum of debt. i can onlu pay half of the debt. i also feel that i have used less than half the price of the debt in medicare and checkups. what can i do? can some1 please give a little advice on how to lower the amount of the debt as i am unable to pay it in full… please
